Under English law anyone can change their name to any other name at any time. If you change your name in order to deceive somebody or do so dishonestly then you could lay yourself open to criminal proceedings. 

If you wish to change a child’s name, then providing they are under 16 years of age and those with parental responsibility consent to the change, it is also a simple process. It is possible to apply to the court for permission to change a child’s name if one parent objects. Permission will only be granted in exceptional circumstances.
